She must be in physical contact with the person she is reading to get anything from them - but her ability is always "on", which means that, if she is touching someone, unless she is concentrating on not reading them, she will be able to read their thoughts.
She can also now pick up things from objects thanks to the agents. If you have anything meaningful to your character that she might come into contact with, I'll reach out to you about it before she picks up anything.
She has also practiced enough to have the ability to turn her power around and push her own thoughts on the person she is in contact with. Which leads to the obvious: Permissions!
